How do I go from raw plant data to a sealed CBAM preparation dossier?

Direct answer

Does sealing mean my emissions are officially verified?

No. Sealing locks an operator-prepared dossier with integrity hashes for handover. Where verification is legally required, actual emissions must still be independently verified by an accredited verifier. CBAMValid prepares the package; it does not issue a verification opinion.
