A sealed package is an immutable operator-prepared dossier with reports, structured data, evidence folder references, and a data integrity manifest with file sizes and SHA-256 hashes — prepared for independent review, not as an accredited verification opinion. Each sealed release also carries a short Package ID (letter + four digits, for example Y7654) so operators can distinguish versions without reading truncated hashes.

No. Sealing locks an operator-prepared dossier with integrity hashes for handover. Where verification is legally required, actual emissions must still be independently verified by an accredited verifier. CBAMValid prepares the package; it does not issue a verification opinion.
